Jerry Simms, who owns the Turf Paradise horse racing track in Phoenix, says he’s buying a retail center in the Desert Ridge area of Phoenix for $17 million cash. Simms is also an active real estate investor in the Arizona market. Simms says he’s buying the Shade shopping center near Tatum Boulevard and the Loop 101 freeway in north Phoenix.
